Mr. Forsman is a State-Certified Professional Land Surveyor with more than 20 years construction experience. In 1993 he established Forsman, Inc. with the goal on becoming the premier privately-owned land and aerial survey firm in the Las Vegas valley. His primary objective was to build a team of professionals that would promote the quality of services needed to support the valley’s rapid growth. In 2004 Cobalt was established expanding the company’s services to include construction. As President and CEO of Cobalt, Mr. Forsman is responsible for all of the business aspects of Cobalt. Cobalt is founded on a team of highly-experienced, respected personnel and supported by an infrastructure to that meets the needs of our Federal, State, municipal, commercial, and private-sector clients.

Mr. Kay is a general contractor licensed in the State of Nevada. He has more than 23 years experience managing small and largescale construction projects. As Vice President of Construction, Mr. Kay oversees the estimating, planning, architectural design, and execution of all construction related activities. He is responsible for ensuring Cobalt’s projects are completed on schedule, within budget, of the highest quality, and compliant with all regulatory requirements and construction codes.

Matt Klainer

Mr. Klainer offers more than 19 years experience providing managing and providing oversight/compliance support for Federal and private-sector projects. He is Cobalt’s primary point of contact during project development and serves as project manager on select contracts after award. He is also responsible for coordinating Cobalt’s marketing and proposals activities. Because of his extensive environmental background, Mr. Klainer also serves as Cobalt’s environmental coordinator.

Yucca Mountain Nuclear Waste Repository, Las Vegas, NV: Contract Administrator for Forsman, Inc.’s contract to with Bechtel-SAIC to support the Yucca Mountain Project. In conjunction with the Project Manager, Mr. Klainer ensures contract compliance, scheduling and reporting.
Business Development Manager, Las Vegas, NV: Developed a corporate marketing strategy and supporting documentation for presentation of company capabilities to Federal and private-sector audiences. Identifies business opportunities, develops capture plans, serves as the primary interface with the contracting officers, and oversees proposal preparation.
